Upon request of the Finance Subcommittee, that the Council votes to waive its Rules to allow it to consider the timely recommendation of the Finance Committee relative to the Fiscal Year '27 operating budget; to declare a state of emergency for the purposes of Article VI of the Framingham Home Rule Charter, as amended, to extend the various timeline thereunder by 30 days.
