Finance Subcommittee 1-11-24

Upon request of the Finance Subcommittee, a recommendation to accept two community compact grants, $50,000 each, one to be expended on a technology audit, the second to be expended on an equity audit. Further discussion with Jesse Edwards, Chief Diversity, Equity and Inclusion Officer.

Upon Request of the Mayor, referral to the Finance Subcommittee a funding request for Memorandum of Agreement for Salary Adjustments as a result of a Compensation and Classification Study of Framingham Professional Union SEIU, Local 888 Funding Request for Memorandum of Agreement for Framingham Professional Union SEIU, Local 888 Effective July 1, 2023 - June 30, 2026.

Upon request of the Mayor, referral to the Finance Subcommittee a transfer from FY23 City Council Contractual Services $49,000 to FY24 Police Software Licenses for the software necessary to implement Police Body Cameras

Upon request of the Mayor, a referral to the Finance Subcommittee approval of salary for the Assistant Director of Capital Projects and Facilities Management up to $125,000

Upon request of the Mayor, referral to the Finance Subcommittee an appropriation of Recycling Dividends received by the City of Framingham from the Commonwealth in the amount of $52,500

Upon request of the Mayor, a referral to the Finance Subcommittee the matter regarding reappropriation previously borrowed unspent funds from MWRA Sewer System Improvement Loan Program totaling $1,396,694 by authorizing borrowing up to $450,000 for Saxonville Sewer Improvements and applying the balance of funds totaling $946,694 to the following FY23 Capital Improvement Plan projects which have been completed but for which the City has not yet issued a bond: Sewer Defects Phase 3- $400,000, SSES Phase 7- $500,000, Cedar Street Sewer Improvements- remaining balance.

Upon request of the Mayor, referral to the Finance Subcommittee the change in grade from an S3 to DH1 for the City Accountant position.
